Medicaid New York
NYTransition starts June 1, 2026
Effective immediately, NYS Medicaid FFS directs providers to use prenatal E/M CPT codes with TH and pregnancy-related O or Z ICD-10 diagnosis codes for individuals initiating prenatal care on or after June 1, 2026, and/or with an estimated due date on or after January 1, 2027. Initial prenatal visits must also include 0500F. The article separately states that current billing guidance applies through December 31, 2026 for members who established prenatal care before June 1, 2026. MMC plans must prepare systems and provider agreements/contracts for the specified prenatal alignment by June 1, 2026 and full AMA code-change implementation by January 1, 2027.

Scope: NYS Medicaid FFS medical-obstetric services, with express systems and provider agreement/contract requirements for NYS Medicaid Managed Care plans. No applicability to Dental, Vision or other Department of Health programs is established by this article.
Transition: The FFS instruction is stated to be effective immediately for the specified prenatal-initiation and/or estimated-due-date population. June 1, 2026 is both a cohort threshold and the MMC prenatal-alignment deadline. Current guidance is separately retained through December 31, 2026 for members established before June 1; the article does not explain how that provision interacts with an estimated due date on or after January 1, 2027.
Global billing: CPT 59400, 59425, 59426, 59510, 59610 and 59618 will be deleted and unavailable when service dates include any date on or after January 1, 2027. Earlier billing remains subject to the article's prenatal transition instructions and its provision retaining current guidance for members established before June 1, 2026.
This is operational state Medicaid guidance, not merely advance awareness. Further AMA guidance and NYS Medicaid Update articles are expected for additional obstetric code revisions/deletions. The article directs MMC questions to the enrollee's plan; it does not document any individual plan's completed implementation.
