Scope: MassHealth prenatal medical services before implementation of the AMA 2027 maternity coding structure; addressed to all providers participating in MassHealth. The bulletin does not identify individual managed-care plan implementation.
Transition: If the first prenatal visit following confirmation of pregnancy occurred before September 1, 2026, continue 59425/59426 when applicable. If that visit occurred on or after September 1, 2026, providers may report appropriate E/M services with TH. This is a permissive pathway, not a stated universal mandate.
Global billing: The bulletin directs continued use of antepartum-only codes 59425/59426, when applicable, for patients whose first prenatal visit following confirmation occurred before September 1, 2026. It does not establish continued authorization for the entire global OB package or use of deleted codes after January 1, 2027.
MassHealth plans additional billing guidance in 2027 for the AMA 2027 maternity coding structure. This is a direct MassHealth program source; named-plan adoption and the existence or absence of other plan-specific guidance cannot be determined from this document alone.
